Age-Segmented Baby Skincare Line: What a Newborn Range Needs
An age segmented baby skincare line starts with four formats at the newborn end, not twelve. A two-in-one wash, a lotion, an anhydrous barrier balm and one richer cream cover every task. That set runs from day one to month three. At 5,000 units per code it is 20,000 units of stock instead of 60,000.
The newborn window is short by design. A code that only fits a three-month-old still has to pay back its artwork and its 5,000 unit order. A wide range repeats that cost four times over.

What does an age segmented baby skincare line put in a newborn range?
Four formats cover the newborn routine. A two-in-one hair and body wash, a lotion, an anhydrous barrier balm and one richer cream. Each answers a separate task. Each carries a function claim that China allows inside the 0 to 3 year band.
The four tasks are clean, moisturise daily, seal the diaper area and treat dry patches. A fifth product has to earn its place with a task that none of the four covers.
Two-in-one wash | Clean hair and body in one step | Amino acid or amphoteric surfactant, pH 4.5 to 5.5, no fragrance | 200 to 250 ml pump or flip cap | Cleaning, hair care |
Lotion | Daily moisture over the whole body | Oil in water emulsion, short preservative list, no fragrance | 200 ml tube or pump | Moisturising |
Barrier balm | Seal the diaper area against moisture | Anhydrous base, no water and no preservative needed | 75 to 100 g tube or jar | Soothing, prickly heat care |
Cream | Richer layer for dry patches on cheeks and limbs | Higher oil phase, ceramide or colloidal oat, no fragrance | 50 g jar or tube | Moisturising, soothing |
Why the balm is the cheapest newborn code to launch
An anhydrous balm carries no water, so it needs no preservative and no preservative challenge test. That removes one four week protocol and one failure route from the launch. The stability run and the patch panel still apply.
The same logic makes the balm the best first code for a brand that has never filed a baby product. A petrolatum or plant wax base is a short formula. The soothing and prickly heat claims sit inside the 0 to 3 list.
Should the fourth item be a cream or an oil
A cream buys two claims, moisturising and soothing. It also covers the cheek and limb patches that a lotion alone does not reach. An oil buys massage, a lighter sensory story and no preservative at all.
Pick by the claim the brand needs, not by what the shelf looks like. Wash, lotion and balm already carry the routine. The fourth code is the one that has to carry the brand story.
Which items should stay out of a 0 to 3 month range?
Three formats create more work than demand in the first three months: sunscreen, loose powder and any fragrance-led product. Each one either fails an age rule or fails the way a newborn is actually handled.
The sunscreen question
Sunscreen belongs at six months in most markets, not at birth. The US Drug Facts direction covers children under six months. It tells consumers to ask a doctor before use. That line sits on every OTC sunscreen sold there.
China does allow a sunscreen claim inside the 0 to 3 band, so a newborn mineral sunscreen can be filed. The constraint is the test file. An SPF value needs its own run of about four weeks. Water resistance needs a second run.
Regulation (EC) No 1223/2009 Article 20 sets the claim rule. Regulation (EU) No 655/2013 adds that the evidence must match the age group named on the pack. A mineral-only system built on zinc oxide or titanium dioxide is the usual answer for the youngest users. Launch it as a six months plus code and keep the newborn range free of it.
Fragrance, powder and wipes
Fragrance is a permitted function in China only from three years. A fragrance-led newborn product gives up a claim it cannot use. It also gives up the low-allergen story it could have told.
Loose powder adds an inhalation route that no patch panel measures. A cream does the same job in the diaper area without it.
Wet wipes sit outside the cosmetic filing system. That means a second supply chain and a separate preservation challenge on a nonwoven substrate. It also means its own artwork. They sell well and they are not a cosmetic SKU.
Sunscreen | Under six months the US label sends users to a doctor, and the SPF file runs four weeks on its own | Six months plus |
Loose powder | Inhalation exposure that patch testing does not cover | Not recommended in a baby range |
Fragrance-led product | Fragrance is a permitted function only from three years in China | Three years plus |
Wet wipes | Outside the cosmetic filing system, so a second supply chain and substrate testing | Optional traffic product, separate file |
Why do retail ranges split at 0 to 6 months when the law splits at 0 to 3 years?
Retail shelves split near 0 to 6 months, 6 to 12 months and 12 months plus. The Chinese filing system splits at 3 and 12 years. The two calendars answer different questions. The gap between them is where duplicate codes get created.
What the consumer calendar decides
The retail split follows purchase behaviour. The first block matches the set bought before the baby arrives. The second matches weaning and the first summer. The third matches walking and nursery.
That calendar decides artwork, bundle structure and price per millilitre. It does not decide the formula.
What the filing calendar decides
The filing record carries the age band, and China recognises two: 0 to 3 years and 3 to 12 years. A pack printed 0 to 3 months sits in the same band as one printed 3 to 12 months. One filing covers both labels.
A pack printed 12 months plus also stays inside the 0 to 3 band. That band runs to the third birthday. Once the pack moves to three years plus, the function list widens and a second filing is required.
Retail | Shelf and purchase behaviour | 0 to 6 months, 6 to 12 months, 12 months plus | Artwork, bundle, price per millilitre |
China filing | Children's Cosmetics Supervision and Administration Regulation, effective 1 January 2022 | 0 to 3 years, 3 to 12 years | Permitted functions, filing record, Golden Shield mark |
EU claim file | Regulation (EC) No 1223/2009 Article 20 and Regulation (EU) No 655/2013 | No age category | Evidence for the population named on the pack |
US | MoCRA and sunscreen Drug Facts | No age category, six months on sunscreen directions | Safety substantiation file, sunscreen directions |
Which decisions change at 3 months, 6 months and 12 months?
Three moments move the file. None of them forces a new formula for the wash, the lotion or the balm. At 3 months the surfactant load can rise. At 6 months sunscreen enters the range. At 12 months the pack grows.
A new formula is only needed when one of four attributes moves. Those four are the surfactant system, the preservative system, the UV filter set and the fragrance. Everything below those four travels across age steps with the same test file.
Day one to 3 months | Amino acid or amphoteric surfactant, no fragrance, mineral filter if any | 200 to 250 ml, 50 to 100 g | No, this is the base case | Nothing above the four attributes changes |
3 to 6 months | Unchanged for wash, lotion and balm | Unchanged | No | Same legal band, same four attributes |
6 to 12 months | Sunscreen added as a separate code, mineral only | 50 to 90 ml | Yes, for the sunscreen only | SPF and water resistance each need a run |
12 months to 3 years | Unchanged, larger fills available | 300 to 400 ml with a pump | No, a pack compatibility check | Fill mass and closure change, formula does not |
3 years plus | Fragrance and repairing become available, surfactant load can rise | Full size range | Yes | New legal band, wider function list |
How do you sequence an age segmented baby skincare line so the first shipment funds the second?
Launch three codes first: the wash, the lotion and the balm. Three codes at 5,000 units is 15,000 units and about 11 weeks to first shipment. That is the smallest order that still reads as a range on shelf.
The cream and the sunscreen follow in phase two. The cream adds a claim and a higher price point. The sunscreen adds a summer peak without carrying the newborn positioning.
The sunscreen code plans at about 15 weeks. The SPF and water resistance runs sit on top of the stability file instead of beside it.
Phase one | 3 | Wash, lotion, barrier balm | 15,000 | Routine adoption and reorder rate | 11 to 12 |
Phase two | 2 | Cream, mineral sunscreen | 25,000 in total | Whether the fourth item earns a facing, and the summer peak | 15 for the sunscreen, 11 to 12 for the cream |
Phase three | 2 | Fragrance version for the older band, family fill | 35,000 in total | Gifting and family size without a new formula | 11 to 12 |
What testing does each format need before it can carry an age claim?
Every code needs a stability file, a patch panel and a safety assessment, and each protocol runs about four weeks. The preservative challenge applies to every formula that contains water. That is why the balm and the oil start ahead of the emulsion.
Two-in-one wash | Stability, preservative challenge, chorioallantoic membrane irritation, patch panel | 4 | Cleaning and hair care claims, tear-free evidence |
Lotion | Stability, preservative challenge, patch panel, 28 day human use | 4 | Moisturising and soothing |
Barrier balm | Stability, patch panel, 28 day human use, no challenge needed | 4 | Soothing and prickly heat care |
Cream | Stability, preservative challenge, patch panel, 28 day human use, in-vitro efficacy | 4 | Moisturising and soothing at a higher oil phase |
Sunscreen | Stability, SPF, water resistance, patch panel | 4 | Sunscreen claim and US Drug Facts directions |
DEVA Skincare runs 150 efficacy and safety protocols on site. The list covers cell efficacy and toxicity, plus the chorioallantoic membrane irritation assay. Melanin inhibition and preservative challenge sit on the same bench. The evaluation centre uses VISIA imaging across 12 skin metrics. Production runs in a 100,000 grade GMPC cleanroom with 72 inspection and process control steps per batch.
How does fill size change the MOQ you actually commit?
MOQ is 5,000 units per SKU in standard packs and 10,000 for an aluminium jar. It is set per code, not per range. Fill size does not change the unit count, so it changes the cash and the warehouse instead.
Two-in-one wash | Pump | 250 ml | 5,000 | 1,250 litres |
Lotion | Tube | 200 ml | 5,000 | 1,000 litres |
Barrier balm | Tube | 100 g | 5,000 | 500 kg |
Cream | Jar | 50 g | 5,000 | 250 kg |
Mineral sunscreen | Tube | 50 ml | 5,000 | 250 litres |
Why the aluminium jar sits at 10,000
An aluminium jar costs more to tool and more to line. The anodised shell is also bought in larger lots than a tube. That is why the order floor doubles for the format. A 50 g cream in a jar commits twice the units of the same cream in a tube.
What does DEVA Skincare need from you to build the range?
Four inputs build the range. They are the markets you will file in and the age bands you intend to print. Then the routine the brand wants to own, and the pack format for each code.
DEVA Skincare has worked on baby and sensitive skin programmes for 20 years. The company holds more than 5,000 developed formulas. An age segmented line usually starts from an existing base rather than a blank page. Two baby codes made here each ship about 13 million units a year. One is a physical sunscreen, the other an amino acid foam cleanser.
The company runs four plants with a combined capacity above 20 million units a month. It holds ISO 22716 and GMPC certification. The portfolio carries 70 plus granted patents and 22 special cosmetics certificates, with 21 more under application. Sampling takes 1 week, bulk production takes 6 weeks after sample approval, and each test protocol takes about 4 weeks.
Send the four inputs through the inquiry form on this page. Name the formats you want in phase one: baby wash, baby lotion, barrier balm, baby cream or mineral sunscreen. We will return a range map for the age segmented baby skincare line, with the code list and the MOQ for each code. It will also list the tests each one needs. That includes the one or two items worth dropping before the first order.
How many products should a newborn skincare range have?
Four. A two-in-one wash, a lotion, an anhydrous barrier balm and one richer cream cover cleaning, daily moisture, the diaper area and dry patches. A fifth product needs a task that none of the four covers. Without that task it adds 5,000 units of stock for nothing.
Is sunscreen suitable for a newborn?
Not in most markets. The US Drug Facts direction tells consumers to ask a doctor before using sunscreen on a child under six months. A mineral-only system is the usual answer from six months. The SPF and water resistance runs each take about four weeks.
Can a 0 to 3 month product carry the same claims as a 3 to 12 month product?
Yes in China. Both labels sit inside the 0 to 3 year band, which allows six functions: cleaning, moisturising, hair care, sunscreen, soothing and prickly heat care. One filing covers both packs. Repairing and fragrance only open up from three years.
Does each age band need a different formula?
No. A new file is only needed when the surfactant system, the preservative system, the UV filter set or the fragrance changes. Four age steps can share one base for a wash or a lotion. The pack printing the age does the segmenting work.
What is the MOQ for a four item newborn range?
20,000 units, because MOQ is 5,000 units per code and the newborn range carries four codes. An aluminium jar moves that code to 10,000. The floor is set per code, so the range total is the code count multiplied by 5,000.
How long does a segmented range take from brief to first shipment?
About 11 to 12 weeks. Sampling takes 1 week, the test protocols run about four weeks in parallel, and bulk production takes 6 weeks after sample approval. A sunscreen code plans at about 15 weeks because the SPF run sits on top of the stability file.
Can one pack size serve two age bands?
Yes, and it is the cheapest way to segment. A 200 ml lotion sold as 0 to 3 months and again as 3 to 12 months needs no new formula and no new filing in China, only a second artwork. A different fill size needs a pack compatibility check.
