Toddler Skincare Product Range: What to Build, What to Skip, and How to Extend a Baby Line

What does a toddler skincare product range have to cover?
A toddler skincare product range covers five jobs on five formulation bases, and a complete build runs eight SKUs. The job list follows the child at 24 months, not the category page.
Three changes arrive at that age and each one rewrites a product decision. Skin area roughly doubles from birth, so one bath and one sunscreen application now cover twice the surface. Daycare and swimming lessons commonly start at 2 or 3 and both raise daily exposure. The child starts holding the bottle, pumping it and spreading the product alone.
The physiology moves against what most briefs assume. Sebum output stays low and flat from 24 months to adrenarche. That is near age 6 in girls and age 7 in boys. Toddler skin is drier and steadier than newborn skin, with a thicker barrier.
Job | What changes at 24 months | SKU that does the job | Core or optional |
Cleanse body and hair | One bottle used daily, hair washed several times a week | 2-in-1 wash and shampoo | Core |
Moisturise the whole body | Twice the area per application, twice the grams | Barrier body lotion | Core |
Block UV | Sunscreen on school days and pool days, not just holidays | Mineral sunscreen SPF 50 | Core |
Soothe heat and redness | Longer outdoor sessions, more skin left uncovered | Soothing after-sun gel | Core |
Wash hands and face away from home | Daycare hygiene, small pack, child applies | Foaming hand and face wash | Optional |
Treat dry patches in winter | Central heating and wind, thicker skin | Anhydrous body balm | Optional |
Bath as play | Child asks for bubbles, parent buys for the ritual | Bubble bath | Optional |
Hair past the shoulders | Detangling becomes the complaint | Standalone shampoo | Optional |
Read the column, not the row. Four core SKUs carry the volume and the repeat cycle. Four optional SKUs raise the average basket and each one adds a pack, an artwork file and a stability slot. A range with eight core SKUs is usually a range with four products and four packaging ideas.
Which toddler products belong in the range, and which should you refuse?
Eight SKUs make a complete toddler range, and four of them share one amino acid surfactant base. The other four sit on an emulsion, a gel, a sunscreen and an anhydrous base.
SKU | Job | Base | Pack | MOQ | Status |
2-in-1 wash and shampoo | Cleanse body and hair in one step | Amino acid surfactant | 400 ml pump | 5,000 | Core |
Barrier body lotion | Daily moisture over a doubled skin area | Emulsion | 300 ml pump | 5,000 | Core |
Mineral sunscreen SPF 50 | UV protection with water resistance | Sunscreen | 150 ml tube | 5,000 | Core |
Soothing after-sun gel | Cool and calm after heat and sun | Aqueous gel | 200 ml tube | 5,000 | Core |
Foaming hand and face wash | Hygiene at daycare, child pumps it | Amino acid surfactant | 250 ml pump | 5,000 | Optional |
Standalone shampoo | Detangling once hair passes the shoulders | Amino acid surfactant, lower load | 300 ml | 5,000 | Optional |
Bubble bath | Bath ritual, sensory play | Amino acid surfactant, higher load | 500 ml | 5,000 | Optional |
Anhydrous body balm | Winter dry patches, fragrance free | Anhydrous | 100 ml aluminium jar | 10,000 | Optional |
The refuse list matters as much as the build list. Every product below appears in baby and kids ranges. Each one fails for a reason that shows up in the first 12 months on shelf.
Product | Why it fails between 24 and 36 months | What to sell instead |
Oil control or mattifying cleanser | Sebum stays flat until adrenarche, so there is nothing to control | The same 2-in-1 wash with a milder active level |
Exfoliating body wash with AHA or BHA | Barrier is thicker but still not adult, and the claim invites scrutiny | A balm for rough patches and knees |
Eau de toilette for children | Fragrance allergens near the eyes and no functional job | Fragrance free balm with the same ritual story |
Talc or powder | Slow turn, tightening scrutiny, and no job after potty training | Barrier lotion |
Sunscreen spray | Adds an inhalation route the safety report must address | The 150 ml tube, or a stick |
Peptide or anti-age cream for toddlers | No consumer problem to solve, and a claim the panels will not support | Barrier lotion with a ceramide story |
Why does an oil control cleanser fail at 24 months?
Sebum output stays low and flat from 24 months to adrenarche. A mattifying cleanser has no substrate to act on. A brand that briefs one spends a development cycle discovering that the child's skin is dry rather than oily. Put the money into the lotion, where grams per application are highest.
Is a bubble bath worth the format risk?
It reuses the surfactant base, so the formula cost is small. The fourth SKU on that base is nearly free to develop. The risk sits in the use pattern. Children sit in the foam for 10 to 15 minutes, and the perineal area sees a higher surfactant load. Keep it optional and place it last in the build. Keep the load closer to the 2-in-1 than to a shampoo.
How many formulation bases does a full range actually need?
Eight SKUs sit on five bases, so the range needs five stability programmes instead of eight. A base is the development unit. An SKU is a fill, a pack and a claim.
Base | SKUs carried | Development work that covers the whole base | What changes per SKU |
Amino acid surfactant | 2-in-1, hand and face foam, standalone shampoo, bubble bath | One stability programme, one preservative challenge at the highest water activity, one HET-CAM eye sting panel | Active matter, foam booster, fragrance, pack |
Emulsion | Barrier body lotion | One stability programme, one challenge to ISO 11930, TEWL and corneometry on the finished formula | Viscosity, emollient level, fragrance, pump |
Aqueous gel | Soothing after-sun gel | One stability programme, one challenge | Gelling agent, cooling agent, tube |
Sunscreen | Mineral sunscreen SPF 50 | One stability programme plus SPF and water resistance testing | Filter level, viscosity, tube |
Anhydrous | Body balm | One stability programme, no preservative challenge at low water activity | Wax ratio, oil blend, jar |
That arithmetic is the whole case for range architecture. Five stability programmes at 4 weeks each run in parallel. The calendar cost of the fifth base is close to zero once the first four are booked. The cash cost does not disappear, because each base still carries its own compatibility work and its own documentation.
We hold more than 5,000 mature formulas, and the toddler range reuses bases that already ship at scale. The amino acid foam cleanser base behind the first SKU runs about 13 million units a year. The baby physical sunscreen base behind the third runs a similar volume. Sampling from a base that already exists takes 1 week.
Which base carries the most SKUs?
The amino acid surfactant base carries four of the eight SKUs. One HET-CAM eye sting panel and one preservative challenge cover all four. That holds while active matter and pH stay inside the band the panel tested. Move the bubble bath above that band and the eye sting panel has to run again. That is the hidden cost of the optional SKU.
What pack tier does each toddler product sit in?
Three pack tiers hold a toddler range. Entry runs 100 to 150 ml, core runs 250 to 400 ml and value starts at 500 ml. The tier sets the price per ml, and the pack sets what the child can physically dose.
Tier | Pack | Job in the range | Which SKUs | MOQ | Constraint |
Entry | 100 to 150 ml | Trial purchase and travel | Sunscreen tube, balm jar | 5,000 tube, 10,000 jar | Must share the core SKU base, or it costs a formula |
Core | 250 to 400 ml | Repeat purchase, the volume tier | 2-in-1, lotion, shampoo, foam wash | 5,000 | Pump or tube with a controlled dose |
Value | 500 ml and above | Defends price per ml against store brands | Bubble bath | 5,000 | Weight on shelf, and packaging rules apply |
The pack is the critical path, not the formula. A carried-over bottle and pump keep the first run at 5,000 units and the launch inside a quarter. A new bottle shape or cap adds a mould. That mould is the real cost line in a range extension. The aluminium jar for the balm is the exception at 10,000 units, because the format itself starts there.
Plan the fill on grams per application rather than on pack size. At 3 g twice a day, a 300 ml lotion covers about 7 weeks. A 400 ml pack covers about 9. A 200 ml bottle for a 2 year old runs out in 5 weeks. That is good for repeat and bad for the cost per use story.
Which pack size carries the entry price?
The 150 ml sunscreen tube and the 100 ml balm jar. Both sit on a base the range already develops. The entry SKU costs a fill and a label, not a formula. An entry pack built on its own base doubles the development bill. That pack also sells at the lowest price in the line.
How does the 36 month line split one range into two?
China draws a hard line at 36 months. A product filed for 0 to 3 years may claim six functions, and repair is not one of them.
Market | Instrument and date | What it does to range width |
China | Provisions for the Supervision and Administration of Children's Cosmetics, effective 1 January 2022, with the Xiaojindun mark | 0 to 3 years covers cleansing, moisturising, hair care, sun protection, soothing and prickly heat relief. A repair claim pushes the SKU into the 3 to 12 group |
EU | Regulation (EC) No 1223/2009, with CPNP notification | No age line in the text, but the safety report must address use on children under 3, so each SKU needs its own exposure calculation |
EU sunscreen filters | Regulation (EU) 2022/2195 restricts homosalate to face products at 7.34% or less, and Regulation (EU) 2026/78 bans 4-MBC from 1 May 2026 | Narrows the filter shortlist for a toddler body sunscreen and pushes the formula toward mineral or newer filters |
US | MoCRA, signed 29 December 2022 | Facility registration plus a product listing per SKU, so range width carries a paperwork cost per addition |
US sunscreen | OTC sunscreen monograph, with bemotrizinol added in June 2026 at 6% or less for 6 months and older | Widens the filter list for a toddler sunscreen sold in the US |
EU packaging | Regulation (EU) 2025/40 | A 500 ml pump and a 100 ml jar meet recyclability requirements differently, so the pack tier is also a compliance decision |
A brand that wants a barrier repair claim on a toddler wash has two routes. Sell outside China, or file the product in the 3 to 12 group. A brand that wants one formula across all markets writes the claim set to the strictest line. That line is the Chinese one, and it keeps the range at six claims.
The paperwork follows the same order as the panels. In the EU the file needs a safety report that addresses children under 3. It also needs a CPSR update and a CPNP notification before the first unit ships. In the US it needs a facility registration and a product listing under MoCRA. In China the pack needs a filing number and the Xiaojindun mark. Book the dossier next to the stability programme. Both start when the formula locks and both sit on the critical path.
What does a full range commit in units before the first repeat order?
A full eight SKU toddler range commits 45,000 units at minimum order quantities. Seven SKUs sit at 5,000 each and the aluminium jar sits at 10,000.
Wave | SKUs | Units | Why it goes in this wave |
Wave 1 | 2-in-1 wash, barrier lotion, mineral sunscreen, after-sun gel, hand and face foam | 25,000 | Covers the four core jobs and one optional at the lowest formula risk |
Wave 2 | Standalone shampoo, bubble bath, anhydrous balm | 20,000 | Depends on wave 1 signals, and the balm carries the 10,000 jar tier |
Two waves keep the inventory line flat. Eight SKUs at once tie up money in eight packs, eight labels and eight artwork files. No repeat rate exists yet. Two waves also keep the laboratory calendar honest. Each new claim needs its own 4 week panel, and the panels compete for the same schedule.
The timeline follows the pack. Sampling takes 1 week from an existing base and each panel takes 4 weeks. Bulk production takes 6 weeks after sample approval. With carried-over packs and parallel panels, the first shipment lands 11 to 12 weeks after the brief.
What does the second production run change?
Nothing on the formula, unless a claim changes. The second run reorders the pack and repeats the fill, with no new stability programme and no new panel. That is why the first run has to lock the base and the pack together. A change after wave 1 restarts both clocks.
How do you extend a baby line into a toddler skincare product range without a parallel range?
Extending a baby line into a toddler skincare product range changes four things on a carried-over base. Those four are active matter, the preservative challenge, the claim set and the dose. The brand architecture stays where it is.
Carry the base, not the carton copy. A toddler SKU built on the baby lotion base samples in 1 week. It keeps the 5,000 unit tier, because the fill and the pack already exist. It costs a new label, a new claim set and a re-challenge, not a new development programme.
Raise active matter for the wash. Active matter rises from 8 to 10% to 10 to 14% for the toddler brief. Food, sand and sunscreen residue now sit on the skin. Re-challenge the preservative to ISO 11930 at the new soil load. Keep pH where it was, near 5.5, since the steadier barrier gives no reason to move it.
Rewrite the lead claim. The parent bought no tears for an infant. The parent of a 2 year old buys independent use, easy rinse and a pump the child can reach. A restage that keeps the no tears line as the headline sells to the wrong buyer.
One line, one age descriptor. A second brand for the toddler stage doubles the listing work, the artwork files and the shelf argument. An age descriptor on the same line carries the extension, and the range map above is what the descriptor promises.
What breaks when the range runs on baby bases?
The claim set and the preservative challenge break first, and the base holds. A baby formula relabelled as a toddler product fails on two counts. The surfactant load does not match the new soil load, and the claims still speak to an infant. A pack change alone needs stability and compatibility data instead of a full panel rerun.
Send the range brief through the inquiry form on this page. List the baby SKUs you want to carry over and the markets you ship to. Say whether the range includes a toddler sunscreen. DEVA Skincare replies with a five base map for a toddler 2-in-1 wash, a barrier lotion and a mineral sunscreen. The reply also carries a pack shortlist and a quote at 5,000 units per SKU.
Do toddler products need their own formulas?
Not their own molecules. A toddler SKU on a baby base raises active matter from 8 to 10% to 10 to 14%. It also reruns the ISO 11930 challenge and rewrites the claim set. Sampling from an existing base takes 1 week.
What is the minimum order for a toddler range?
5,000 units per SKU for a standard bottle or tube, and 10,000 for an aluminium jar. A mask starts at 50,000 and an ampoule at 200,000, which puts both outside a toddler build. Eight SKUs at those tiers commit 45,000 units in total.
How long does a range extension take from brief to shipment?
11 to 12 weeks when packs carry over. That is 1 week of sampling, 4 weeks per panel and 6 weeks of bulk production after approval. Five bases mean five stability programmes, and they run in parallel. A new bottle or cap adds a mould to the critical path.
Can a toddler range share packs with the baby range?
Yes, and sharing is what keeps the order at 5,000 units and the timeline at 11 weeks. A new mould adds tooling to the critical path and pushes the first shipment into the next quarter. Change the label, the dose and the pump, not the bottle.
Which markets treat 24 to 36 month products differently?
China does, under the Provisions for the Supervision and Administration of Children's Cosmetics. That filing rule took effect on 1 January 2022 and draws the line at 36 months. Products filed for 0 to 3 years claim six functions and cannot claim repair. The EU sets no age line, but the safety report must address children under 3.
