Why Does Makeup Remover Always Irritate the Eyes? A Guide to Choosing Gentle Surfactants

I. You Think It's Heavy Makeup, But It's Actually the Wrong Surfactant Choice

Using cotton pads to remove eye makeup, eyes sting, turn red, and tear up upon contact—many people think it's because their technique is too harsh or the periorbital skin is inherently sensitive. Little do they know, the problem might have been planted the moment the first drop of makeup remover is poured out.

The core functional ingredient of makeup remover is the surfactant. It determines whether the product can dissolve makeup oils and dirt, and also dictates whether it feels "as gentle as water" or "as stinging as salt in the eye" when it contacts the ocular mucosa. However, the surfactant systems in makeup removers on the market vary widely: from highly irritating sulfates to ultra-gentle types specifically designed for the eye area. The difference in selection can directly change the user experience.

For brand owners, this is a formulation decision concerning product repurchase rates and word-of-mouth; for OEM/ODM factories, it is the core technical barrier distinguishing "ordinary products" from "professional products."

Why Does Makeup Remover Always Irritate the Eyes? A Guide to Choosing Gentle Surfactants

II. Why Are Eyes More Prone to Irritation Than Facial Skin?

To understand why surfactant selection is so critical, we first need to understand the physiological uniqueness of the eye area:

1. pH Sensitivity of the Conjunctiva and Cornea

Normal tear fluid has a pH of about 7.0–7.4 (slightly alkaline), and the ocular mucosa is extremely sensitive to foreign substances that are too acidic or too alkaline. If the formulation pH is <5 or >8, the buffer difference with tear fluid is too large, causing obvious irritation upon eye contact. The ideal pH design range for makeup removers suitable for the eye area is usually controlled at 6.5–7.5, aiming to be close to the physiological value.

2. The Eyelid Skin is the Thinnest on the Body

The thickness of eyelid skin is about 0.5mm, only 1/3 of cheek skin, with higher TEWL (Transepidermal Water Loss) and weaker barrier function. Once high-concentration anionic surfactants come into contact, they are more likely to penetrate the stratum corneum and trigger inflammatory responses.

3. The Specificity of Eye Makeup

Waterproof mascaras and long-lasting eyeliners contain film-forming agents like waxes and acrylate polymers. Ordinary aqueous systems simply cannot dissolve them. This is the root cause of why many consumers experience irritation from frequent rubbing—it's not that the product itself is irritating, but the damage caused by repeated friction because the formula cannot clean it thoroughly.

III. Comparison of Mainstream Makeup Remover Surfactant Systems

The surfactant systems commonly used in makeup removers on the market can be roughly divided into the following four categories, with significant differences in gentleness and efficacy:

① Traditional Non-Ionic — Polysorbate 20

  • Principle: HLB value is about 16.7, highly hydrophilic, can solubilize oily ingredients.

  • Pros: Low price, good stability, decades of usage history.

  • Cons: Average emulsifying power; requires higher dosage (usually 3–8%) for waterproof makeup. High dosages increase irritation to the ocular mucosa.

  • Applicable Scenarios: Daily light makeup removers; not recommended as the primary surfactant for professional eye makeup removers.

② PEG-6 Caprylic/Capric Glycerides

  • Principle: Derived from caprylic (C8) and capric (C10) fatty acids in coconut oil esterified with glycerin and then ethoxylated. Possesses both hydrophilic and lipophilic ends, with a naturally gentle micellar structure.

  • Pros: Extremely low irritation to eyes and skin at conventional formulation dosages (0.5–10%), and emulsifying power is superior to similar gentle surfactants, effectively dissolving moderately waterproof makeup. Formulations containing 4% PEG-6 Caprylic/Capric Glycerides have been proven not to cause eye irritation in animal eye irritation models.

  • Cons: Belongs to PEG derivatives; not allowed in some markets pursuing "Clean Beauty" (such as the European organic certification COSMOS system). Target markets must be noted.

  • Applicable Scenarios: Core surfactant for gentle eye makeup removers; works best when compounded with Polysorbate 20.

③ PEG-7 Glyceryl Cocoate

  • Principle: PEG-7 derivative of coconut oil-derived fatty acids and glycerin, highly skin-affinitive.

  • Pros: Balances emulsifying ability and skin feel; skin doesn't feel tight after use; low periorbital irritation.

  • Cons: Also belongs to PEGs, not suitable for organic certified products; limited dissolving ability for ultra-waterproof makeup.

  • Applicable Scenarios: Suitable for daily full-face makeup removers and eye/lip makeup removers, often paired with PEG-6 Caprylic/Capric Glycerides.

④ Amino Acid-Based Surfactants (e.g., Sodium Cocoyl Glycinate / Sodium Lauroyl Glutamate)

  • Principle: Formed by the condensation of natural amino acids and fatty acids. Anionic but highly skin-affinitive, with a pH close to the skin's weak acidity.

  • Pros: Low irritation to skin and eyes, no allergic reactions, similar to skin structure, making it an extremely gentle detergent; leaves skin refreshing and not tight after washing; highly favored by the organic certification market.

  • Cons: Weak ability to remove waterproof makeup in water-only (oil-free) formulas; more suitable when combined with oil-phase ingredients for bi-phase makeup remover designs.

  • Applicable Scenarios: Organic / Clean Label positioned makeup removers, or the aqueous phase part of bi-phase eye/lip makeup removers.

IV. Formulation Design Essentials for Professional-Grade Eye Makeup Removers

A truly world-class eye makeup remover must meet standards across the following dimensions simultaneously:

Dimension

Professional Requirements

pH Value

Controlled at 6.5–7.5, close to the physiological value of tear fluid.

Surfactant Dosage

Total surfactant concentration recommended ≤8% to avoid mucosal irritation from high concentrations.

Fragrance / Essential Oils

Recommended Fragrance-Free; if added, must avoid the 82 potential allergenic fragrances listed in the expanded EU 2023/1545 list.

Preservation System

Recommend Phenoxyethanol (≤1%) or Pentylene Glycol / Ethylhexylglycerin compound. MIT and high-concentration Sodium Benzoate have potential risks to the ocular mucosa and should be used with caution.

Makeup Removal Verification

Recommend providing removal rate test data for waterproof mascara.

Ophthalmological Testing

When supplying to high-end or sensitive skin markets, it is recommended to conduct an Ophthalmological Test (ocular tolerance test).

V. Market Signals: The Demand for Gentle Formulations is the General Trend

The global makeup remover market was valued at approximately $3.43 billion in 2024 and is projected to grow at a CAGR of 6.5% to reach $4.99 billion by 2030, maintaining steady expansion overall.

One of the core drivers of this growth is consumers' high attention to sensitive skin and eye safety. According to an NSF 2024 survey, 74% of consumers prioritize natural ingredients when purchasing personal care products; 65% proactively check ingredient lists to identify potential harmful ingredients. Meanwhile, US FDA data shows that in 2024, about 68% of new cosmetic products entered the market with hypoallergenic or fragrance-free formulations as selling points, making gentleness the main axis of new product R&D.

In the Chinese market, the number of consumers self-reporting sensitive skin has reached 260–280 million. Fragrance-free and alcohol-free formulations account for over 60% of new sensitive skin makeup remover products, which highly aligns with international market trends.

VI. What Can the OEM/ODM Factory Provide?

The stability and emulsification process complexity of different surfactant systems vary significantly. In particular, the homogenization and filling requirements for bi-phase makeup removers demand high precision control capabilities from the production line.
